Law enforcement in Balochistan
It is the responsibility of the Baluchistan Police to maintain law and order in most urban areas, which are known as A areas. As far back as the British Raj, this division has existed in various forms. The Balochistan Levies are responsible for policing the rural areas of Balochistan, which are known as B areas.
Both the Frontier Corps and the Balochistan Police are involved in law enforcement. Since criminals outside the police’s region of jurisdiction are able to plan attacks easily and escape, this division is seen as a severe handicap by the police.
In 2008, the PPP-led government of Balochistan under CM Aslam Raisani brought back the distinction that had been eliminated by Musharraf. A frequent change of policy hurts the ability of the agencies to deal with crime and prevents them from establishing institutions.
Pakistan has significantly increased its targeted killings, kidnappings, and terrorist attacks since its involvement in the Global War on Terror after 9/11. Several bombings occurred in 2013, targeting members of the Hazara community and attacks on senior police officers.

He was brought by Raisani back to Quetta and during his tenure, things went worse once more, especially for the community of Hazara.
